I don't know the exact logic behind this but I read that it's possible for some tasks to get stuck in the SSD's memory which could cause it to continue trying to perform some task or access some files even after rebooting. This bug was so bad that even after disabling Steam from starting up with Windows and rebooting my computer, my disk activity remained at 100% and my PC was impossibly slow. This, for whatever reason, resulted at my disk activity being stuck at 100% even though it wasn't doing anything from the looks of it. I was unable to pause the download and I couldn't exit Steam because it needed to stop the download first, which Steam wasn't able to do. On the Hogwarts Legacy game page click on Play and when the Hogwarts Legacy launcher opens click Launch. Choose either the Steam or Epic platform that you’ve purchased Hogwarts Legacy on and click on Install & Play. Task Manager didn't actually show Steam or anything else taking up any disk usage, so it took me a while to narrow down the issue: my Hogwarts Legacy had tried to download an update of some kind and was stuck at "stopping download" at 99%. When the Boosteroid app is open, in the top right of the screen search for Hogwarts Legacy. And no wonder, my disk activity was stuck at 100%!
